The Rule Congress Never Wrote
America does not have an oil shortage. It has a refining problem — and on the only fuel Americans actually buy, no export rule has ever existed. H.R. 10422 would be the first. Twenty-one pages and eleven tables, addressed to the Chairman and copied to all eighteen members of his subcommittee.
Why this office
The first of the two actions the paper asks for — a hearing on a permanent, multi-billion-dollar federal transfer that appears in no budget document, no outlay table and no Joint Committee on Taxation score — falls inside this subcommittee’s charter and inside no other. The second is a letter to CBO, the Joint Committee on Taxation and the EPA Administrator. Both require the Chairman’s gavel rather than a bill.
